Step-by-Step Process for RPTO Authorization under DTC 01 of 2022

  1. Check Eligibility & Readiness
    The applicant must ensure they meet all eligibility, infrastructure, and personnel requirements before applying.

  2. Submit Application via Digital Sky Platform
    An online application (Form D-5) is filed along with a fee of ₹1000. The application should include proof of eligibility, infrastructure details, TPM, personnel information, UAS details, and third-party insurance.

  3. Document Scrutiny by DGCA
    DGCA officers review the application for completeness. If there are gaps, queries are raised, and the applicant must respond promptly.

  4. Onsite Inspection
    DGCA conducts an inspection of the RPTO facilities, classrooms, simulators, and flying areas to verify compliance.

  5. Issuance of Authorization
    If all requirements are met, the DGCA grants an RPTO Authorization Certificate via the Digital Sky Platform. This certificate is valid for 10 years, provided lease agreements and infrastructure remain compliant.

  6. Renewal of Authorization
    RPTOs must apply for renewal at least 60 days before expiry. The process is similar to the initial application.
